Insecurity: Hon. Zailani Advocate For More Proactive Measures

From Mike Odeh James

The speaker of the Kaduna state House of Assembly Rt. Honourable Yusuf Ibrahim Zailani has said that the present state of insecurity in the northern part of the country is a major set back in the region.

According to him, the present state of our dear country NIgeria in terms of deteriorating security in spite several efforts by various tiers of government to curtail the insecurity crisis has failed.

He however, said that as leaders of our respective states Houses of Assembly, it behoves on us to think within and outside the box to proffer solutions to the security challenges that we are confronted with.

"The North has been a leader in this country in terms of food production, but if we fail to put our house in order, our people will abandon their way of livelihoods due to fear of bandits and criminals.

"My counterparts from the South can attest to the fact that almost 80 per cent of foodstuffs consumed down there is from the North. Due to insecurity and economic challenges inflation is very high causing high rise of prices for goods and services before reaching the end user, making it more difficult for Nigerians to cater for their families.

"Even more heart wrenching is how the insecurity is compounding the educational crisis in the North. As most of us are aware, the recent kidnappings of school pupils has caused so much trauma and fear to many parents who are forced to keep their children at home to ensure their safety and security.

"This is no doubt a major set back and, a big blow to the effort been made by many Northern states to boost education in the region," he added

Zailani further said, we must use every available opportunity and resources at our disposal in bringing an end to banditry, insurgency and other violent crimes like kidnapping which is threatening the growth and progress of Northern region which will affect the country at large.

"As leaders of State houses of Assembly, we must rally our members inspire them to proffer ideas and solutions that will help us end this madness and senseless killings.

"We also must remind ourselves that the prevailing conditions have led to dwindling economic fortunes of our people who are predominantly farmers, who as a result of fear, are abandoning their farms, leading to loss of jobs, livelihood and economic prospects."

Hon Zailani stated that for democracy to really be what it is expected to be, all arms of government must be truly INDEPENDENT, without any over bearing influence from the other.

As such, the EXECUTIVE, LEGISLATIVE and JUDICIARY have to work harmoniously, yet independently. Such independence should not just be an academic independence on paper, but one that gives all arms their rightful places in the Constitution, to ensure proper checks and balances.

Nigeria are billed to take on the Squirrels of Benin Republic in a Group L 2021 AFCON qualifier on Saturday, aiming to book a place in the competition scheduled to take place in Cameroon.

The 2013 African champions have called up 20 foreign-based players including in-form Leicester City forward, Kelechi Iheanacho for the game.

Although the Benin Republic shares a border with Nigeria, reports suggest the Eagles are going by sea largely due to the concerns over the condition of the road connecting the two nations.

There were fears over the move to travel by sea but the Nigeria Football Federation (NFF) and the Head Coach of the side, Gernot Rohr, have assured the team that they will enjoy the trip.

After Saturday’s encounter, the team will return to Nigeria to face Lesotho in another AFCON qualifier on Tuesday in Lagos State.

Rohr’s men are top of Group L standings after four games in which they have amassed eight points with their neighbours trailing them by just a point.

Refusing to negotiate for the lives of 39-Afaka students is an act of promoting insecurity.

Refusing to negotiate for the lives of 39-Afaka students is an act of promoting insecurity.

By Abdulmumin Giwa

It is my own understanding that there are two types of negotiations that can take place between the government and the terrorists. Firstly, there is that aspect of negotiation that leads to giving the bandits or terrorist amnesty. Either by meeting to some of their demands, if their activities are ideological, or by offering them a purposeful life outside what they have embraced of terrorism.

Secondly, there is the issue of negotiating to save the lives of innocent victims kidnapped by the terrorists. In this case, even leading countries across the world, like US, UK France engage in negotiations to save the lives of their people. The media have reported that France has paid ransom to Boko Haram to save their citizen, UK and US have at different times paid ransom to Alqaeda to save the lives of their citizens. They engaged in negotiations in the process.

As Gov Elrufai says he will not negotiate with terrorists, which one of the two forms of negotiations mentioned is he referring to? Is he referring to the first form of negotiations that leads to amnesty for the terrorists or is he referring to the second one that leads to saving the lives of innocent victims of kidnap?

We all understand that it is the primary duty of the government to provide its citizens with security to lives and property. As the Nigerian government has failed to provide this to the citizens, what moral right has any governor to say that he will not negotiates to save the lives of innocent kidnapped citizen?

If Gov Elrufai chooses the first form of negotiations, we can accept that it is in order but with the condition that he will use available might to crush them. It will be wrong and effort in futility for him to say he will not negotiate with them and will not go and follow them, fight them and crush them. It has to be one of the two in this case, you either negotiate with them or fight them. Not doing any of the two is the same as promoting and abetting insecurity.

More so, talking about the second form of negotiations, that of negotiating to save the lives of kidnapped citizens, since there are victims that have been abducted, their lives now supersede any other thing, including the ransom they claim. You must negotiate with them to save the innocent lives of those abducted. It is a matter of  life and death.

The ruthlessness that led the bandits into kidnapping the students of the Federal College of Forestry Mechanization is the same ruthlessness that will make them to kill them and simply walk away. So it is now for Gov Elrufai to choose between saving the lives of the abducted students by negotiating for it, or allowing them to be silently murdered by the terrorists, in which case he is promoting and abetting insecurity and bloodshed. There is nothing like bravery in refusing to negotiate to save people's lives.

The sad reality is that, already the public is beginning to be convinced that such wickedness perpetrated by leaders who don't value lives of innocent citizens who are not only victims of kidnapping but also victims of leadership failure, is because the children of the leaders are not among the victims, they would have since done anything to save their lives. But poor citizens are left in the hands of ruthless kidnapers facing torture and intimidation without a word of hope to their families and friends.

It is now left for Gov Elrufai to choose to save the lives of the victims or promote insecurity and bloodshed in the country.

At the interment held at his Sabo GRA residence, thousands were already on ground, waiting for the arrival of the remains, escorted by thousands of mourners from the church.

A combined team of security personnel, comprising the NIgerian Police, Army, NIgeria Security and Civil Defence Corps (NSCDC), Federal Road Safety Corps (FRSC), KASTLEA, KADVIS and Sabo GRA security had a hectic time, controlling the thousands of mourners.

In his tribute at the church service, Secretary General of Sabo GRA, Barrister Dan Paul said late Comrade Silas Adamu was a trailblazer.

"President General (PG) is and has been many things to us. He was a trailblazer, a stabilizer, a motivator, a counselor, a peace maker, a city builder, a philanthropist among many things.

"The late PG was instrumental to the unification of the four Zones that make up the entire Tsaunin Kura Residents Association.

"The security architecture of the GRA was part of his administrative prowess as he massively contributed financial to the fabrication and installations of the three existing gates in Zone D and many more to come.

"Until PG’s accession to the office, the GRA was only known on papers and same was bedeviled with poor road networks,  through his leadership, the GRA is now a household name in Kaduna State and Nigeria," he said.

Speaking further, he said that PG brought their community to limelight.

"Comrade Dr Silas Gadani Adamu ensured that most of the challenges facing us as a community was brought to the doorsteps of the Executive Governor of Kaduna State.

"I heard the PG loud and clear when he said that even if he has to clean the shoes of the Executive Governor of Kaduna State, His Excellency Malam Nasir El’rufai, he will do it to get the government to fix asphalt on all the roads in Tsuanin Kura.

"Today, we thank God because in the next few months, contractors will be mobilized and our roads will be tarred. For me, I am sad because he will not be here physically to see the efforts he has made.

"Our PG will always be remembered as a man who naturally loves people, a generous man who gives to fault. He has on many occasions emptied his wallet and account to just to help people who needed his assistance," he added.

Speaking further, he said that  if the community had ten of his kind, the infrastructure they desperately desire in Kaduna South will be a thing of the past.

"He as a great unionist, humorously speaking, on one occasion, the PG said to us, “unionism is 80% diplomacy and 20% rascality.” He didn’t leave long enough for us to see the 20% rascality we all looked forward to seeing," he added.

Speaking further, he said, "We are sad and are still grieving but we thank God for his life and for the fact that you are here with us today.

"Adieu our PG.

"Our PG will fondly be remembered. We call on our government to immortalize him.

"As you return to your respective destinations after the internment, enjoy God’s grace and protection," he prayed.

I write to draw your attention to a very silent but important issue concerning the recently kidnapped students of Federal College of Forestry Mechanization Kaduna, to inform you that their lives are on you.

It is of great concern to parents, relatives, friends of the kidnapped students as well as concerned citizens of Nigeria that the kidnapped students return home safe and alive.

This can only be possible if your government meets the demand of the kidnappers, not because you are scared of them, but to save the lives of the innocent students.

In a video that has gone viral on social media, the kidnappers have delivered their demands using the kidnapped students, where they were shown being tortured and intimidated. The kidnappers insist on being paid ransom as against any planned military action on them, to which they have threatened to kill all of the innocent abducted students.

These students are innocent, because the kidnappers are challenging you and not them for insisting that there should not be any negotiations with criminals, an opinion which I also share, they should rather be bursted and their activities brought to an end.

Hence, it is clear that these criminals are using these innocent students to challenge your political stance and ambition.

Your Excellency Sir, will you now sacrifice their lives to achieve your political whims and caprices or, you will save their lives by simply going back on your stance and negotiating with the criminals?

The issue is clearly between you the Kaduna state governor, and the criminals that are challenging you. The innocent students are only being held hostage to serve as collateral damage lest you insist on your ambition in preference to the lives of the innocent students.

I wish to use this forum to call on your Excellency, to do the needful and save the lives of these innocent students. Don't gamble with their lives to achieve your personal ambition. Ensure that they all return to their families safe and alive, and then you go after the criminals and deal with them accordingly thereafter, for indeed that is your duty as the Chief Security Officer of the state.

We pray to the Almighty to take those innocent students back to their homes safe and alive.

 Yours Faithfully,
Abdulmumin Giwa

Why Niger State Deserves A Medical Varsity - Prof Kuta

By BASHIR BELLO

North Central states comprising of Benue, Plateau, Niger, Nasarawa and Kogi have less concentration of medical facilities in the country as well as low level of  personnel attending to patients.

This was expressed by Professor Muhammed Yahaya Kuta while  speaking at the public hearing of a bill for an act to establish a Federal University of  Health Sciences in Bida, Niger State.

The bill was introduced by Honourable Saidu Musa Abdul representing Bida/Gbako and Katcha Federal Constituency at the National Assembly.

According to Professor Yahaya, the Who Health Organization (WHO)  recommends one doctor to 600 persons but unfortunately in North Central states, it is one doctor to 9,000 patients.

The Professor therefore, commended Honourable Saidu Yahaya for introducing the bill which seeks to site a university of health and medical sciences in Bida.

The erudite educational icon believes that once the university is established,  it would provide more doctors to meet the desired healthcare services.

He also added that with a population of 200 million, the country needs more health institutions which can provide learning and teaching environment that is conducive with well motivated staff.

He said, "Finally, I have the belief that with the population of over 200 million, we still have more opportunities to provide institutions that can provide learning and teaching environment that is conducive with well-motivated staff, excellent equipment, for both teaching and learning, research.

"Indeed, with the current level of health tourism, moving to other countries with less endowments in terms of human and material resources for health tourism is unacceptable. And these are the kinds of windows that can change all for good for Nigeria.

"NASS must help our universities with new funding mechanism and accountability formula to save the nation’s human capital development agenda".

He further explained that with a huge expanse of land, Bida is well positioned to host the Federal University of Health and Medical Science.

The Professor thanked the Governor of Niger State, Governor Sani Bello and the Etsu Nupe, Alhaji  Yahaya Abubakar who was present at the hearing.

Also in attendance, were the Chairman African Patron International Institute of Certified Forensic Investigation Professional (IICFIP) Dr. Malami Shehu Ma'aji, Minister of Health, Dr. Osagie Ohanire, representative of House of Representatives Speaker, Deputy Chief Whip, Honourable Onyejeocha Nkeiruka, Former Governor of Niger State, Dr. Babangida Aliyu Ma'azu, Professor Jery Gana  and Deputy Governor of Niger State as well as  many prominent personalities.

FIVE POINTY FAILURES OF THE SINKING SHIP

 (An opinion)

By Zailani Bappa

This could be the moment. The belly of justice. A journey to the denouement or that period of moving out of climax to anti-climax. In such period of time, the play gets hot, the audience gets agitated and the actors scamper. But this play is well scripted. It is the divine script and hence, has to be played even in bitterness and in angst. Now, the audience is all glad it is being played in its divine guidance.

The stage is our dear Zamfara state where actors of the script sprang out of a somewhat mixed-grill of background, orientation and opportunities. It is the combination of the good, the bad and the ugly. It is a perfect scenario of what we all are... the complex humans. Among the humans you find the saintly, the humble, the passive, the active and the demons. And when it comes to politics, one finds even the devilish.

From the year 1999, nature chose the alternating actors of the political terrain in Zamfara state. The first administration of Senator Ahmad Sani Yariman Bakura built a culture of all inclusiveness. When it ended, it succeeded in fighting the administration of Governor Mamuda Shinkafi which was generally adjudged as lackluster. But that was only when it was time to do so. And it won. With the help of Senator Ahmad Sani, Abdulazeez Yari Abunaksr ascended the chair.

What is instructive is the fact that Senator Ahmad Sani, being Yari’s benefactor, was denigrated, trampled and disrepected silly by Abduazeez Yari while the latter held fully sway. Yatrima never fought back while he remained in office because he’s been there and has accepted the global norm that power beloongs to God and he’s given it to Yari. However, no bad deed goes unpunished. The utter stampede on the very establishment that made him Governor served as his political waterloo. Yari, along with his collectives, fell into the gutter in 2019.

However, a coalition of political interests in the state decided to launch a challenge against the Will of God, they dusted up and took up sleazy arm against Matawalle whom God has chosen to bestow his power on without the help of anyone. But as it is with the Will of God, the failed each and every attempt at btringing Matawalle down.

One, when they lost out, they challenged God’s decision in a worldly court because God chose the worldly court to establish His decision. After exerted efforts, loss of cash, innumeraboe lobby, including alleged engagement of sorcerers, the challenge hits the rocks and left the camp devastated. That’s failure number one.

Two, while in office, they failed to control the growing insecurity in the the state. Frustrated at his own efforts, the then Governor once abdicated his constitutional responsibility of being the Chief Security officer and publicly jettisoned that responsibility. As he handed over power, Zamfara state was at the verge if self explosion and becoming a failed state. Conversely, however, Governor Matawalle approached the decaying peace situation in the state with calm, wisdom, valor and confidence. From June 2019, it was success upon success in this regard until their bad disposition couldn’t take it anymore..

Hence, palpably angry with the trend, they mobilized themselves, including their social media hawks, to fight the peace in the state with the view of making nonsense of it. However, like the proverbial Cock destined to crow, Matawalle kept succeeding in his peace  roadmap which opened up the near normal life we are enjoying today in the state. That also marks their failure number two.

Three. They kept telling the whole world that Marealle is not their match in politics and that in any poll to hold in the state they would show Matawalle that the were still in charge. God did not wait until 2023 to prove them wrong. He brought an election, a bye-election, in Bakura for the state House of AsseblyAssembly position. They thanked their stars and moved into action. They bounced from one APC state to another and one Federal Ministry to another seeking support and cash to win.

In a grand attempt to intimidate, they invited many APC dignitaries to grand finale of their campaign in Bakura. However, to their very chagrin, the invitees failed to show up. And On election day too, they lost. The Matawalle they looked down upon in politics has this day given them a technical knock-out of the ring. Dizzied by the stars hovering orotund their eyes from the master blow, they went haywire and oozed out excessive vendetta. But, it still remains their failure number three.

Four. They made frantic efforts to rally round their fizzling crowd into a formidable force. They knelt down from door to door of those they earlier offended asking for forgiveness just as they sought the intervention the National Headquarters of their Party to heal the various fragmented segments of the Party  to fuse together. They eventually did the meeting but nit the fusion. But then, an unexpected and uncontrolled tsunami fell on them. Their balloon bursted from the rear and those who were to cone together bolted singly and in groups back to Governor Matawalle’s PDP. In fact, the PDP in the state has not before, seen a greater exodus in its favour than now. Failure number four.

Now the latest of the failures happened only last week, but not that it started last week. A combination of invisible hands sought to jeopardize the peace in the state with the intent of  bringing disrepute to the peace process in the state and also pitch Governor Matawalle with the Presidency. This is not unconnected to the suspicious abduction of 279 girls from GGSS Jangebe. But as they schemed, so also God schemed for his servant. The attempt failed badly and the girls are now safely returned home.

Their anger and frustration was exemplified by the actions of stationed hoodlums who laid siege and terrorrsed the team that took the girls back home. While parents of the girls welcomed the team with open arms and tears of joy as they embraced their kids, the hoodlums laid siege and unleashed terror on the team to create a state of confusion and impression of dissatisfaction from the people of Jangebe. But they lost out here too. And it’s their failure number five.

Indeed, in every play there is the climax, the anti climax and the denouement. The final scene would not be a record to be proud for those who want to continue fighting the Will of God. The sooner they sober up and allow Governor matawalle to be the better for them. Otherwise, they will  soon hit the iceberg on the high seas of politics in the Titanic fashion.

Investigate Alleged Use Of Zango Urban As Hideout For Bandits, Atyap Community Tasks Security Agencies

 Mike Odeh James

The Atyap Community Development Association (ACDA) has expressed concerns over reports that some unpatriotic elements in Zango Urban Ward in Zango Kataf Local Government Area are providing cover to bandits that are attacking communities around the area.

This was expressed in a statement signed by ACDA President Worldwide, Comrade Dr. Silas Adamu, who said such people aiding the bandits are frustrating peace efforts initiated by their reverred traditional ruler, the Agwatyap, Sir Dominic Yahaya and well supported by the, association, tasking security agencies to thoroughly investigate the occurrence.

"While we were beginning to make impressive progress in the peace and reconciliation process between the Atyap and our Hausa and Fulani brothers and sisters, we are saddened that some unpatriotic elements are bent on taking us through the dark paths of suspicion and blood letting by aiding bandits to make Zango Urban their hideout.

"We gathered that the attack on February 28  at Kakwa village in our  community where 5 persons died and four persons were maimed and are still receiving treatment,  was allegedly carried out by bandits who hid in Zango Urban, struck and went back to hide inside same area," it said.

ACDA commended security agencies for subsequent arrest of some of the suspected attackers, who were said to have blood stains on their clothes when they were nabbed.

"We commend security agencies for  promptly arresting the suspects, while appealing on them to be more proactive in preventing such attacks through intelligence gathering.

"We also commend the Kaduna State Government and the Commissioner of Internal Security and Home Affairs, Honourable Samuel Aruwan for steps taken towards preventing attacks on our communities and we hail the position of the government of Kaduna State for declaring all forms of criminalities perpetrated by bandits as enemies of the people as expressed by the Honourable Commissioner at the Para-Mallam Peace Round Table in Kafanchan on Tuesday 2nd March 2021 and urge government to deal with the situation decisively in order to protect lives and property of citizens of the state," it said

ACDA called on all leaders of the three ethnic groups to show more genuine commitment to the peace efforts by nipping areas of suspicion and lead their peaple towards genuine peace efforts while urging all residents of Atyapland to be vigilant and report any suspicious movements to security agencies.

"To all residents of Atyapland, we must all join hands to put the enemies of peace to shame by exposing all trouble makers and merchants of conflict to security agencies," it added.

The statement also called on those aiding bandits to desist from such as there cannot be any meaningful Development without peace.

ACDA added that in view of the respect accorded the Agwatyap's peace efforts, it had since set up a Peace and Reconciliation Committee, appealing to all stakeholders to consolidate the gains already made.
